Microsoft to Invest More Than $10 Billion in AI Infrastructure in Portuga

Microsoft has confirmed plans to invest more than $10 billion in AI infrastructure in Portugal, marking one of its most significant technology investments in Europe to date. The initiative aims to transform Portugal into a central hub for advanced cloud computing and artificial intelligence.

The investment will primarily focus on building a massive data centre complex in Sines, a port city strategically located southwest of Lisbon. The site, developed in partnership with Start Campus, Nscale, and NVIDIA, will be powered by cutting-edge GPU technology to handle large-scale AI workloads. Early plans include the installation of over 12,000 NVIDIA H100 processors, forming one of the most powerful computing clusters in Europe.

Sines was chosen for its unique advantages: access to international subsea cables connecting Europe with Africa and the Americas, as well as an emerging renewable energy ecosystem that supports sustainable power consumption. Microsoft’s project aligns with both Portugal’s green energy goals and the EU’s ambition to strengthen Europe’s digital sovereignty in the field of artificial intelligence.

According to company officials, this investment will accelerate the development of Microsoft Azure’s AI and cloud services, expand enterprise access to generative AI infrastructure, and create thousands of local jobs across engineering, construction, and data management.

The Portuguese government has hailed the move as a “historic milestone,” projecting billions in economic impact and positioning Portugal as a regional leader in high-performance computing.

However, experts warn that large-scale AI data centres bring challenges — including energy intensity, environmental oversight, and data governance under EU regulations. Microsoft has pledged to ensure sustainability through renewable power sourcing and advanced cooling systems to minimize carbon emissions.

If successful, analysts believe this $10 billion commitment could transform Portugal into Southern Europe’s AI powerhouse, setting a model for similar infrastructure projects across the continent.
